The State Institute of Rural Development, Arunachal Pradesh (SIRDA) was established and registered in 1993 under the Societies Registration Act, 1860 (as extended to Arunachal Pradesh in 1976). It is now a state level apex institution in conducting training and sensitisation in the field of rural development in Arunachal Pradesh.
The Institute is active in imparting training to government officials at DRDA, Block, officials of PRIs, elected Panchayat Representatives and others in the state. The endeavours of SIRDA are to sensitise the concerned stakeholders about their role and functions and to serve as a catalyst in the process of rural development.
Ever since its inception in 1993 the institute (from 1994-95) has so far conducted about 1118 training progammes at different levels with an average of about 43 programmes per year. Altogether about 84964 persons in the state have been trained with annual average of 3540 persons. The overall achievement against the proposed interventions is about 45.00 percent. Besides this institute has been providing required support to the state government from time to time and had been involved in monitoring and evaluation of different centrally sponsored programmes of MoRD.
The current focus of the institute is to address training and capacity building initiatives under NRLM, RGPSA/RGSA, MGNREGA, Social Audit, SAGY, CMAGY, Plan Plus, Geo-MGNREGA etc.
SIRD Arunachal has been receiving all kinds of support from NIRD&PR, Hyderabad and it’s NE Regional Centre at Guwahati. The institute has grown in its size and outreach under able guidance and support from the parent organisation NIRDPR. It is believed that the national institute of excellence on training and research in rural development and decentralised planning will continue to provide all kinds of support and do needful to strengthen the SIRDs and ETCs in Arunachal Pradesh.
OBJECTIVES

Conducting Training based Interventions on Rural Development Programmes for orientation, sensitisation and overall capacity building of functionaries of Rural Development, other development departments and members of Panchayati Raj Institutions.

Organising Conferences, Seminars and workshops related to rural development programmes.

Undertaking research and consultancy.

Assisting the Government in policy formulation.

Monitoring and evaluation of rural development programmes in both central and state sector.

Analysing and proposing solutions to rural problems.
MANAGEMENT OF THE INSTITUTE
The management of SIRD-Arunachal, being an autonomous agency is looked after by General Council (GC) being the highest body of the Institute. GC is headed by the Hon’ble Minister, Rural Development, Government of Arunachal Pradesh as Chairman. Chief Secretary, Government of Arunachal Pradesh is the Vice Chairman. Besides, GC has strength of 27 members representing public leaders, heads of major line departments, eminent personalities from educational and research institutions from state, Director, NIRD & PR NERC and a representative from MoRD.
Executive Council [EC] is responsible for executive functions with regard to the management and administration of the affairs of the institute. It is headed by Secretary (RD) as President and Director (RD) as Vice President. EC has strength of around 15 members. Two standing committee’s viz. committee on Administration and Academic Committee, with Director, SIRD as Chairman/Member Secretary are also constituted to guide EC & GC on matters as and when entrusted.
