What is SIRD?

The State Institute of Rural Development, Arunachal Pradesh (SIRDA) was established and registered in 1993 under the Societies Registration Act, 1860 (as extended to Arunachal Pradesh in 1976). The establishment of SIRD came as a part of central scheme for strengthening and establishing states centres for rural development launched by MoRD, GoI during the 6th Five Year Plan. It is now a state level apex institution in conducting training and sensitisation in the field of rural development and decentralised planning in Arunachal Pradesh. The institute is now renamed as State Institute of Rural Development and Panchayati Raj in the year 2017.

The Institute is actively imparting training to government officials at DRDA, Block, officials of PRIs, elected Panchayat Representatives and others in the state. The main endeavours are to sensitise the concerned stakeholders about their role and functions and to serve as a catalyst in the process of rural development.

Ever since its inception in 1993 the institute has so far conducted about 1050 training progammes at different levels with an average of about 44 programmes per year. Altogether about 75951 persons in the state have been trained with annual average of 3165 persons. The overall achievement against the proposed interventions is about 56.70 per cent. Besides this institute has been providing required support to the state government from time to time including monitoring and evaluation of different centrally sponsored programmes of MoRD.

The current focus of the institute is to address training and capacity building initiatives under NRLM, RGPSA/RGSA, Watershed Development, MGNREGA, Social Audit, SAGY, Plan Plus, Geo-MGNREGA etc.

OBJECTIVES
  • Conducting Training based Interventions on Rural Development Programmes for orientation, sensitisation and overall capacity building of functionaries of Rural Development, other development departments and members of Panchayati Raj Institutions.
  • Organising Conferences, Seminars and workshops related to rural development programmes.
  • Undertaking research and consultancy
  • Assisting the Government in policy formulation.
  • Monitoring and evaluation of rural development programmes in both central and state sector.
  • Analysing and proposing solutions to rural problems.
MANAGEMENT:

In order to pursue the objectives of the institute the institute, being an autonomous organisation the functioning is managed by Executive Council under the direction and control of General Council. The management structure of the institute is as under:

MANPOWER:

Presently, SIRD is having an approved strength of 5 (Five) Core Faculties in the discipline of Land-use & Natural Resource Management, Agriculture & Rural Development, Economics and Self-employment, Rural Marketing and Panchayati Raj & Decentralised Planning. One position of Core Faculty (Rural Marketing). Two positions are currently vacant due to release of Core Faculties on deputation. The Core Faculties are engaged in conducting Training, organizing Workshop and Research studies and are competent in shouldering any task with ease. The institute is having around 29 support staff to provide essential backup support to the faculties in carrying out different assignments.

Besides SIRD the institute is also having manpower under State Panchayat Resource Centre (SPRC) established under RGPSA . This includes 2 posts of Faculties and 5 support staff.

INFRASTRUCTURE:
a) ADMINISTRATIVE CUM ACADEMIC COMPLEX:

SIRD & PR is situated in the ESS Sector, Itanagar behind the Department of Rural Development and opposite the Department of Tourism. The small complex measuring about 2000 Meter2 of geographical area is having Administrative-cum-Academic Block and Hostel for Trainees. The institute is function from the present premises since February, 2005.

b) TRAINING FACILITIES:

The Administrative-cum-Academic Block is having training facilities. It consist of a well furnished conference hall with the capacity of 80-100 persons, two lecture halls with 30-40 intake capacity, one conference room to accommodate around 20-25 persons. In addition the institute is also having one computer lab with provision of training about 90 persons on dual computer sharing basis.

c) LIBRARY

The institute is having a small library with over 1000 reference books and journals, reports and other documented reference material on various subjects of concerns

d) HOSTEL BUILDING:

To support the volume of training a 4 (four) storied hostel building adjacent to Administrative-cum-Academic block came up during 2005-06. The building with intake capacity of around 45-50 trainees, currently under occupation of the State Government is a good source of support for conducting intensive and residential training programmes.

e) TRAINING AIDS:

The institute has the state of art training aids to support required training interventions.

RESIDENTIAL COMPLEX FOR SIRD:

The institute has a land at Chimpu for construction of the residential complex where in about 14 units of Type I (6 Nos.), Type II (4 units), Type IV (4 units) have already been constructed but the possession of the same is still pending due some reasons.

EXTENSION TRAINING CENTRE (ETC):

Currently there is no functional ETC in the state of Arunachal Pradesh and efforts are being made to ensure that, at least one such centre is made operational during 2018-19 to support and expand the outreach of training programmes upto the village / gram panchayat level.
